Preheat oven to 325°F and line a baking sheet with parchment paper. Set aside.
Combine flour and sugar in a bowl. Add butter and, using a pastry blender, cut butter into the flour mixture until crumbly.

Add water to the dough and toss. Using your hands, knead the mixture to create a smooth dough. Add food coloring and continue to knead until solid green. If the dough becomes sticky, lightly flour your hands.

On a lightly floured surface, roll the dough to 1/4 inch thick. Use a small cookie cutter to cut shapes and place them onto the baking sheet about 1/2 inch apart. Gently press a red candy heart in the center of each cookie.
